Article 31 of the Copyright Act: In libraries and other facilities designated by Cabinet Order for the purpose of making books, records and other materials available to the public (hereinafter referred to as "library" in this Article), in the following cases, works may be reproduced using books, records and other materials (hereinafter referred to as "library materials" in this Article) of the libraries, etc. as part of their non-profit activities:

When a library user requests a copy of a portion of a published work*1 (or, in the case of individual works published in a periodical that has been in publication for a considerable period of time*2, the entire work), the library provides one copy to each person for their research.

2Until the next issue is published

When necessary for the preservation of library materials

When providing copies of library materials that are out of print or otherwise difficult to obtain, at the request of other libraries.
